Horizon Europe uses lump sum funding to simplify the program and reduce administration and financial errors. Lump sums are defined up-front and fixed in the grant agreement, and they are paid upon completion of the activities in work packages. This simplifies the program by removing the need to report actual costs, making it easier for small organizations and newcomers to access the program. However, the planning, evaluation, and execution of projects remain the same, and lump sum projects are judged by the same standards as those using actual costs. The payment of lump sums is not dependent on successful outcomes and follows the standard payment schedule.
